YOUNGO is the officially recognized constituency of children and youth to the United Nations Framework Convention on Climate Change (UNFCCC). It comprises children and youth and youth-led organisations engaged in international climate processes and related discussions on sustainable development.
Regional Conferences of Youth were developed to provide a structured platform for cross-border coordination among youth within defined geographic regions. RCOYs are intended to consolidate national youth perspectives, strengthen regional collaboration, and produce collective regional inputs into Global COY and the annual UN Climate Change Conferences (COPs).
Definition and Scope:
RCOY is one of the three conferences under YOUNGO and so does not operate independently, but aligns with its frameworks, values, and processes while maintaining youth-led regional coordination. These conferences include:
Local Conference of Youth (LCOY): A nationally or sub-nationally organized youth climate conference recognised by YOUNGO under the LCOY Policy.
Regional Conference of Youth (RCOY): A youth-led regional conference organised by and for youth from two or more countries within a defined geographic region, officially endorsed by YOUNGO under this policy.
Global Conference of Youth (GCOY): The annual global youth conference is typically held immediately before the UN Climate Change Conference (COP), coordinated within YOUNGO.
Scope of an RCOY: A defined geographic region comprising multiple countries with shared political, geographic, or socio-economic characteristics. The final approval of the scope shall be determined through YOUNGO’s consensus-based decision-making processes.
Minimum Requirements
To be recognised as an RCOY, a conference must:
Be youth-led and youth-driven.
Represent multiple countries within a defined region.
Produce a Regional Youth Statement.
Coordinate with relevant LCOYs.
Comply with YOUNGO’s Conflict of Interest standards.
Submit required reporting documentation.
