The climate crisis is no longer a future threat — for millions of communities across the world, the losses are already here. The Fund for Responding to Loss and Damage (FRLD) has launched its first-ever call for funding requests under the Barbados Implementation Modalities (BIM), a landmark $250 million intervention designed to respond to the real, lived consequences of climate change in developing countries. The Board of the FRLD established the BIM as a first set of interventions for the calendar years of 2025 and 2026, with a total of USD 250 million set aside to respond to loss and damage.
The first call for funding requests for the BIM was launched at COP30 in Belém, Brazil in November 2025, with a six-month submission window running from 15 December 2025 to 15 June 2026. This is a historic moment — the first time the FRLD has opened its doors to receive direct funding requests from eligible entities in developing countries hit hardest by climate-induced loss and damage.
Funding requests must be submitted by eligible access entities national, regional, or international organizations designated to channel FRLD support to affected communities. Individual applicants should work through or partner with a recognized access entity in their country. A full list of eligible access entities is available on the FRLD website. Although the funding request template has been translated into French and Spanish, the FRLD currently only accepts requests in English.
All the documents required for preparing and submitting a funding request include:
The FRLD represents a hard-won breakthrough in global climate finance — the first dedicated international fund specifically created to address loss and damage beyond what communities can adapt to. For frontline nations, this is not just funding — it is recognition that they bear the heaviest burdens of a crisis they did little to create.
